According to a comment on this blog it seems Channel One MTV is requesting it's viewers who have poor or no reception to call them on their engineering hotline and inform them about it. The announcements are said to be being made over Yes FM.
The number that you have to call is (011) 4718864 or you can also call the Yes FM hotline (011) 2841895 or the MTV/MBC station in Pannipitiya. So those of you who are having reception problems please call them and give them a helping hand so that you can have your entertainment back.
