Dangers of illegal Indian DTH pay television connections in Sri Lanka

Recently some advertisements published in some leading newspapers promoted illegal DTH pay television connections from companies such as Dish TV of India. These advertisements appear usually in classified sections but now they are becoming more adventurous by publishing larger advertisements.

At a glance one would notice that these are cheaper and have more channel offerings than some of the local providers but then there is more to these connections that what catches the eye.

Lets take for example the channel offerings, in Sri Lankan operators the HBO, HBO Signature, Cinemax, Star Movies and AXN are all East Asia feeds which is of a higher programming quality and not to mention less advertisements and in the case of HBO, HBO Signature, Star Movies and Cinemax these are also commercial free channels. Whereas in these cheap illegal ones they are all Indian feeds which have lower quality programming and far greater advertisements and the above mentioned commercial free channels are not commercial free. In addition the programming is designed to suit the Indian audience which the Sri Lankan subscriber necessarily does not enjoy.

Another drawback is the lack of control over your connections. In the case of a local provider you have the freedom to call up their call centre and make any inquiries regarding your connection and even give them a piece of your mind if things are not going satisfactorily. But in the case of these Indian ones the connection is registered under the name of an Indian with an Indian address so to call them up, you have to always place an IDD call to India and if they find out that you are calling from outside Sri Lanka which is very easy with CLI then your connection will be disconnected and chances are that you will never be reconnected again and have to forget about the money that you invested in the connection.

Bill payment is also a hassle. With Sri Lankan operators you can pay without much of an hassle. But in the case of the Indian ones even though some illegal agents claim that you can make internet payments, there have been instances of connections being disconnected because the operator traced that the payment was made outside India. You have to remit the payment to India to a known person and get them to make the payment or usually the illegal agent in Sri Lanka will make the payment once you give them the money but more often or not the illegal agent either closes shop or stops dealing with this product leaving the subscribers in the lurch.

Recently AXN India was banned for a period of two months and all those who have Indian pay television connections were unable to view the channel (the Ban will be lifted on March 1st which is 15 days in advance of the actual lifting date). The point is that laws passed in India will affect the local consumer too when using Indian pay television connections. Those who had Sri Lankan pay television connections were not affected since we have AXN East Asia.

The best thing is to avoid these illegal imports from India even though they look juicy on the outside they are potential trouble. The only advice for those who have bought them is to return them and get a refund and invest in a local operator or carefully use the connection and get rid of it as soon as possible. For those who are planning to buy one it is a big “NO” since there are better local operators in the form of Dialog TV, LBN, Comet Cable and SLT will be launching IPTV soon.

We urge the pay television industry in Sri Lanka to take joint action and educate the public on the dangers of these illegal connections and also take action against those who are dealing in them. Competition between local operators will be healthy to the market but the illegal ones will only destroy the market.

Indian DTH companies should trace the people who sell these connections because they definitely have a connection with an Indian agent who is probably authorized to sell these connections legally inside India and take action against them and strip them of their distributorship without turning a blind eye. In the recent past though there has been a crack down on illegal connections within India and most probably they will start looking into the people who are smuggling these connections outside India.

The content providers should switch off the signal and take action against these DTH pay television companies whose connections are being sold outside India illegally since it mounts to intellectual property violation of their content.

Advertisers pulling out of Channel One MTV

Anyone viewing Channel One MTV would have noticed that they are facing a commercials drought. One would sometimes think that it is a commercial free channel mainly running their own trailers. For the last few weeks the sponsors of "24" have simply vanished and only a few trailers are being broadcast during the programme. In fact even Maharaja group companies like S-Lon, Ole are not advertising on it anymore. The most advertisements are during News 1st at 9pm since it is also being broadcast on Shakthi TV which means that the management are well aware of the problems with coverage.

This is due to the foolish nature of Channel One management to allocate a frequency that has very limited coverage to Channel One MTV and not improving broadcasting power. It is commendable that Channel One MTV was made a separate channel instead of being given step motherly treatment on a frequency mainly occupied by Shakthi TV. So Shakthi TV and Channel One MTV have more breathing space and the respective viewers have more entertainment but the commendation ends there. Even though Channel One has more breathing space it seems to be running out of oxygen.

Channel One MTV programmes are enjoyed by many specially ones like "24" so now there are many who are missing the last few episodes of the "24" season due to the short sightedness of the present heads of the channel. This is further compounded by the fact that the heads of MTV/MBC are refusing to allow their channels to come aboard DTH pay television operator "Dialog TV" and are unable to see the fact that DTH will be the norm in Sri Lanka in the future and provides a way for them to improve their coverage.

It should be noted that a MTV/MBC head once laughed at the idea of pay television in Sri Lanka when questioned by a reporter and it seems that they lack the knowledge and are unable to envision the future of broadcasting in Sri Lanka.

Unless the coverage of Channel One MTV is improved then it will die a natural death and unless MTV/MBC are willing to accept the future of broadcasting in Sri Lanka the only viewers that MTV/MBC will have left are the animals in the Jurrasic Park movies.

Will the Dialog TV broadcast of the ICC World Cup really be exclusive

Recently Dialog TV made a press release saying that they will be the exclusive satellite broadcaster for the ICC Cricket World Cup 2007 which means no other satellite broadcaster in Sri Lanka will be able to carry it on their network. We believe this has risen with the fact that SET Max will be exclusively available on Dialog TV which means that other Sri Lankan pay television channels such as LBN, Comet Cable and Multivision operated networks will not be able to access the SET Max feed.

A few days ago though Doordarshan which is India's state broadcaster also got access to the World Cup matches after coming to a settlement with SET Max thereby enabling them to carry the matches live.

So according to Dialog TV they are the only ones who can broadcast the World Cup live on pay television but LBN already has DD Sports and Comet Cable and the other operators frequently access DD Sports to provide live cricket coverage. Recently Comet Cable carried the broadcast of the India - Sri Lanka One Day Series via DD Sports and not via Neo Sports which was authorised to carry the feed in the region. Does this mean that LBN and Comet Cable can bypass SET Max and provide coverage of the World Cup via DD Sports?

Well not exactly because it is not certain whether the DD Sports coverage of the ICC World Cup will be restricted to only their terrestrial platform. And if so then the other Sri Lankan operators cannot access the broadcast. But if it is on the satellite platform of DD Sports then the local operators can access the DD Sports signal however it is not certain whether DD Sports will permit the local operators to broadcast the matches and may ask the operators to switch off the signal during the period of the matches. The fact is that the Indian Court ruling does not apply to Sri Lanka and SET Max can ask DD Sports to prevent operators outside India from accessing the DD Sports signal during the live broadcast.

Rupavahini has obtained exclusive FTA broadcast rights for the World Cup in Sri Lanka and the rights to Dialog TV will not have any affect on it. It is yet to be seen whether Dialog TV obtained exclusive rights to the World Cup matches by making SET Max exclusive to themselves, then the other operators also stand a chance of also showing the matches live via DD Sports but if Dialog TV have been made the exclusive pay television broadcaster of the World Cup in Sri Lanka then the other operators will not be able to legally broadcast the World Cup via DD Sports.

We however hope that subscribers of all pay television networks will be able to watch the World Cup via their service provider.

ICC Cricket World Cup on Dialog TV

Dialog TV Sri Lanka's trend setting pay television broadcaster has secured exclusive rights via SET Max to broadcast the World Cup for pay television subscribers in Sri Lanka. SET Max holds the exclusive rights for the World Cup in this region.

So therefore Dialog TV subscribers will be able to watch the world cup on DVD Quality Picture and in full stereo.

According to this information it means that none of the other pay television companies in Sri Lanka will be able to carry the SET Max channel which will be broadcasting the World Cup.

The FTA broadcast of the World Cup matches in Sri Lanka will be handled by Rupavahini and Channel Eye.

Max - Channel One MTV reception needs to be improved

Viewers of Max and Channel One MTV are reporting that reception needs to be improved for them to enjoy their favourite programmes. These two stations are loosing viewers due to the bad quality reception.

After the shift of broadcasting station Max reception has improved in some areas and worsened in others. After MTV changed frequencies they are not viewable in certain areas at all.

We hope that the advertisers will take note of this and not waste money advertising on the above television stations since they are unable to reach a proper audience.

MTV also claims that some of the programmes that they broadcast are not available on pay television channels but all we can say is what's the use of showing programmes like that when no one can view them.

25 Years of Rupavahini

The state owned television broadcaster Sri Lanka Rupavahini Corporation (SLRC) celebrates 25 years of operations today. Rupavahini is the only channel to be equipped with Nicam Stereo and Nicam Dual Language transmission systems in Sri Lanka.

At the moment the SLRC operates two channels being Rupavahini and Channel Eye where Channel Eye is the newer channel. Rupavahini is the second television broadcaster in Sri Lanka.

In its 25 years of operations it is said that Rupavahini has arguably the best coverage all over the island and sometimes transmissions can be received in neighbouring India too.

Rupavahini had an initial plan to rollout digital broadcasting but as of now the plans have been shelved.

Rupavahini being the leading state broadcaster should restart plans to launch digital operations and lead the way in FTA digital television in Sri Lanka. It is sad to note that even though Rupavahini has got Nicam transmission technology they do not make full use of it.

We are getting complaints that the Discovery Channel programs broadcast over Rupavahini and Channel Eye are not properly timed to suit childrens viewing times and we hope that this issue will rectified soon. There has also been a gradual reduction of Discovery programmes over a period of time on Rupavahini and Channel Eye.

Rupavahini is expected to launch their satellite channel "Rupavahini World" sometime during this year and the IPTV broadcasts of Rupavahini is also expected to commence. At the moment the Rupavahini Webcast is being tested on its web site. In addition Rupavahini is expected to resume transmissions on Dialog TV very soon.

Hopefully the authorities at SLRC will wake to the realities around them and make Rupavahini a trend setter in adopting digital broadcasting in Sri Lanka.

UPDATE : According to reports that we are getting Rupavahini and Channel Eye are now available on Dialog TV.

Racial Neo Sports ad's taken to task and faces probable ban

Neo Sports the latest Indian sports channel which is operated by Nimbus Communications which has the broadcast rights for the West Indies tour of India and the Sri Lanka tour of India has been taken to task by the Information & Broadcasting Ministry (I&B) of India.

They have been accused of broadcasting racial advertisements for promoting the West Indies and Sri Lanka tour matches.

Ad N0. 1 - A West Indian visitor is at an Indian outdoor dhaba. He takes a mouthful of the curry and his mouth is on fire. As he runs around for water, the waiter walks away, the other guests put their hands in the glasses, drop their dentures in their glasses of water and other things that prevent him from drinking water. Finally, in desperation, he turns to a tap and even that has no water. Tag line - “It is tough to be a West Indian in India “. And then there are images of the West Indian and Indian teams playing cricket.

Ad No. 2 - A West Indian couple are snuggling on a boat in the middle of a large and serene lake. The boatman looks at them and then he stands. He throws the oar away and then starts disrobing. The couple look at each other, frightened. Then, when he’s down to his boxers, he jumps off the boat, leaving the poor couple in the middle of the lake with no oar and the West Indian guy calling out “Hello? Hello maan??”. Tag line - “It is tough to be a West Indian in India”. And then there are images of the West Indian and Indian teams playing cricket.

Ad N0. 3: They have a Sri Lankan man being served food at the dhaba (the same hot curry) and the waiters gleefully waiting for him to start eating. He is running around looking for water which is not there but they’ve established what’s about to happen to him. Tag line ‘Now, even Sri Lankans will have a tough time in India”

Ad No. 4: A Sri Lankan couple in the boat. Shots of the boatman grinning expectantly at what’s about to happen to them. Shorter ad than the WI one. Same tag line as above.

The advertisement that the I&B has the most questions about is Ad No. 2 and Neo have been submitted a show cause notice for violating advertising code. But the other ads may be taken to task soon.

Already Neo is at logger heads with the Indian government for not sharing the live match feed with DD Sports and if they are found guilty of violating the advertising code with Ad No. 2 then they could face a ban of up to 30 days and if the other ads are also scrutinized and found to be violating the advertising code then the ban could be longer. They could even face a cancellation of their broadcasting license.

Nimbus runs two sports channels at the moment being Neo Sports, Neo Sports Plus and the third sports channel will be launched soon.

Neo Sports and Neo Sports Plus is available in Sri Lanka on pay television operator LBN.

Many missed '24' last night

Due to the change in the frequencies of Channel One MTV, many viewers of hit television series '24' have missed last nights episode due to limited coverage.

It is good that Channel One MTV converted into an 18 hour channel instead but adequate thought should have been given to the plight of viewers who are viewing Channel One but are beyond the covered areas.

We urge the authorities of Channel One MTV to take steps to rectify the matter and improve coverage immediately otherwise advertisers will pull out their advertisements due to its inability of reach the target audience.

Channel One MTV and Shakthi TV will commence broadcasts on an 18 hour basis from tomorrow Feb 7th. Today is the last day some people will be able to watch Channel One MTV due to the limited coverage of its new frequencies. Nevertheless the quality of reception on Channel One has improved drastically over the last few weeks and we hope that they will increase coverage for those who are unable to view the channel.

Shakthi TV will be introducing a whole new set of programmes and becomes the first locally operated free to air channel dedicated for tamil language programming to operate on a 18 hour basis.

In addition Channel One MTV will be introducing a new set of programmes commencing tomorrow such as Ellen, The Tyra Banks Show, David Letterman Show, Sunset Beach, etc in its new lineup which commences at 6:00AM tomorrow morning.

We also encourage Channel One MTV, Shakthi Tv, Sirasa Tv and all MBC radio channels to seriously look into converting their transmission modes to digital. In addition we hope that all MTV-MBC channels are made available on CBNsat so that they can be viewed by people who are beyond the reach of their regular broadcast.
